Soviet Five Year Plan and democracy

@RedParabola: Regarding your edit which removed the clause "though the Soviet-directed first five-year plan had also failed in the latter sense" which, in other words, states that the Soviet Five-Year Plan failed to democratize rural planning methods, did you have a reason for considering this to be a POV statement?
