:I have heard conflicting reports of the first five-year plan, many of which speak of it in a positive light. Regarding that exact claim, I am not sure if it's false, and admit a lack of investigation on this topic. I removed it in that edit mostly because I associated it with the more blatantly POV edits on this page, but I think that was a mistake on my part. Feel free to reinclude it if you haven't already.
