Dog-whistling is the act of saying a message that only a specific group (often a political one) will understand.[1][2] The word "dog whistle" refers to a whistle that produces a sound at such a high frequency that only dogs, not humans, can hear it.

The "HH" stands for "Heil Hitler", a slogan of Nazi Germany. H is the eighth letter in the English alphabet, so many times 88 is used instead.[3]

14/88

14 stands for the "Fourteen Words": "We must secure the existence of our people and a future for white children.".[4] The 88 Stands for Heil Hitler, as H is the 8th letter in the English alphabet.[5]

13/52 & 13/90

Both of these numbers are references to alleged crime statistics that are used to depict African-Americans as violent criminals by nature. 13/52 refers to a supposed statistic that African-Americans, though they are 13% of the US population, commit 52% of all murders; sometimes simplified to 13/50. In 13/90, latter part refers to the claim that African Americans commit 90% of violent interracial crime in the United States. Some white supremacists cite the 1994 National Crime Victimization Survey produced by the Justice Department as evidence for the percentage. However, this figure does not show up in the survey and is besides that not considered an accurate one anyways. The vast majority of violent crime is intraracial (committed by a person of one race against a person of the same race), not interracial, in nature.[6] Especially with 13/52 or 13/50, sometimes it is phrased into a sentence with minor variations, but which goes something like: "Despite making up only 13% of the population, blacks make up 52% of crimes.".
